PARKWAY UTILITY DISTRICT MINUTES OF BOARD MEETING

DECEMBER 5, 2017

The Board of Directors (the “Board” or “Directors”) of Parkway Utility District (the “District”) met in special session, at 6:30 p.m., at the District’s office located at 12843 Tidwell Road, Houston, Texas, on Tuesday, December 5, 2017, pursuant to notice of said meeting posted in accordance with Chapter 551 of the Texas Government Code; whereupon the roll was called of the members of the Board, to-wit:

Jennifer Balderas – Secretary
Ron Everhart – Assistant Secretary
Gloria M. Woods – Director

All members of the Board were present.  Also attending were Diane Bailey and George Diaz of McLennan & Associates, L.P.; Teresa Everhart, a member of the public; and Elliot M. Barner of Radcliffe Bobbitt Adams Polley PLLC (“Attorney” or “RBAP”).

The President, after finding that the notice of the meeting was posted as required by law and determining that a quorum of the Board of Directors was present, called the meeting to order and declared it open for such business as may come before it.

  1. Public Comment.  The President then opened the meeting to public comment. As no public comments were offered, the President instructed the Board to proceed with the agenda.

District Budgets (“Budgets”).  The draft operating budget, regional wastewater treatment plant budget and surface water transmission facilities budget for fiscal year ending (“FYE”) 2018 were first presented to the Board.  Discussion ensued regarding such budgets, including revisions to operations fees.  In response to a question regarding operating reserve, Ms. Bailey reported that operating reserve is currently approximately seven (7) plus months.  Director McNeil inquired regarding operations and maintenance (“O&M”) tax revenue, expectations and projections and Ms. Bailey responded that the budgeted O&M tax revenue is based on the estimated 2017 property tax value for the District, multiplied by the 2017 O&M tax rate and assuming 98 percent (98%) collections on all such tax revenue and for 2017.  Ms. Bailey next reported that no consultants provided any changes to the joint facilities budgets.

Director McNeil thanked Ms. Bailey for the Bookkeeper’s service during the year and stated that she was glad to see the increase in operating reserve.  Director McNeil also stated that she appreciates Ms. Bailey addressing the District’s concerns.  Director Woods stated that she appreciates the Bookkeeper’s timely responses to the Board’s questions.

Ms. Bailey stated that McLennan & Associates would like to provide an appreciation dinner at the January 2018 regular meeting.

THERE BEING NO FURTHER BUSINESS BEFORE THE BOARD, the meeting was adjourned.
